Most guides to hiring a model in Dubai stop at the day rate. The day rate is the smallest decision on the invoice. The bigger ones are legal: who holds the work permit, who holds the advertising permit, how long the images live, and what the clock says about Ramadan and the summer heat. We have booked talent for more than 1,000 events since 2015 in Dubai, Milan and Lyon. This is what the rate card does not tell you.

How much does it cost to hire a model in Dubai?

At Cover Page, one verified model for a fashion show, product launch or showroom activation starts from AED 1,200 for a half day of up to four hours. A model for a lifestyle or F&B shoot starts from AED 500 for a half day, with usage rights for social and website content included. Fashion shows with a full cast, campaigns and multi day teams are a custom quote, because exclusivity and usage rights move the number more than hours do. For context on the talent side, one Dubai agency's public rate card from June 2025 puts a semi experienced model at AED 1,000 to 2,000 for a full day, an experienced one at AED 2,000 to 3,000 and fashion models at AED 2,500 to 6,000, with no usage included in any of those numbers. That last clause is where budgets break.

The visa question that lands on your company

UAE rules are blunt: it is illegal to work in the country without a valid work permit issued by the Ministry of Human Resources and Emiratisation, and a company may not use a worker who lacks one. The official government portal lists the routes that fit short bookings: a mission work permit to bring someone in from abroad for a time bound job, a temporary work permit for a worker already employed by another UAE company, a part time permit, and a freelance permit for people working independently.

A model on a tourist visa is not on that list. Since 31 August 2024 the fine for employing someone without a permit runs from AED 100,000 to AED 1,000,000, and it is counted per worker. The model risks a fine of at least AED 10,000 and deportation. A cheaper face booked through a friend of a friend is the most expensive line you will never see on a quote. Ask any agency, including us, one question before you sign: whose permit is this person working under?

The permit most brands forget: the Advertiser Permit

Since 31 January 2026, anyone publishing promotional content on social media in the UAE needs an Advertiser Permit from the UAE Media Council, paid or unpaid, with the permit number shown on the profile. The rule sits on Federal Decree Law No. 55 of 2023 and Cabinet Resolution No. 42 of 2025. By October 2025 more than 1,800 permits had already been issued to applicants from 75 countries.

This matters the moment your model posts a story from your launch. Residents get the permit free for the first three years. Visiting talent flown in for a campaign can only apply for a Visitor Advertiser Permit through a licensed advertising or talent agency, valid three months and renewable once. Fines start at AED 20,000 and reach AED 1,000,000 for serious or repeat violations. So the brief should say, in writing, whether the model posts or not. If they do, the permit is part of the booking, not an afterthought.

Usage rights: the line that moves the invoice

A day rate buys hours. Usage buys time on screen. Published Dubai rate cards price usage as a percentage on top of the base: roughly 25 to 50 percent for social media, 150 to 300 percent for TV or cinema, and 200 to 300 percent for an unlimited buyout. A GCC territory adds about 25 percent, global use 100 to 200 percent.

That is why two quotes for the same model on the same day can differ by a factor of three. Neither is wrong. One simply includes a year of paid social ads across the Gulf and the other covers an organic post. Write three things into the brief: media (organic social, paid social, outdoor, TV), territory, and duration. Hours, Ramadan and the summer clock

UAE labour law sets the private sector day at 8 hours, allows at most 2 hours of overtime, and prices overtime at base pay plus 25 percent, rising to plus 50 percent between 22:00 and 04:00. Model rate cards follow the same instinct: the Dubai card quoted above charges overtime after 10 hours at 25 to 50 percent more. An evening launch that runs past 22:00 is a different price, not a longer version of the same one.

Two dates shape the year. Ramadan cuts the private sector working day by two hours, and Ramadan 2027 is projected by the UAE Astronomy Centre to begin on 8 February 2027, with Eid Al Fitr expected between 9 and 12 March 2027. Launches still happen, but they move after iftar, which pushes activations into night rates. The second date is the midday break: from 15 June to 15 September 2026, work under direct sun in open areas is banned between 12:30 and 15:00, for the 22nd year running. Violations cost AED 5,000 per worker, up to AED 50,000 per company. An outdoor fashion shoot in August is therefore two short sessions, early and late, and that is how we schedule it.

Where you shoot is a legal question too

Commercial shoots in Dubai, including advertising campaigns, influencer collaborations and sponsored content, need a permit from the Dubai Film and TV Commission regardless of location. Malls and private buildings need explicit written approval from property management on top. Unauthorised shoots risk fines and seized equipment.

The practical consequence: a location you like on Instagram can cost more in permits and lead time than the model you put in it. Hotels are often the simplest answer, and supply is not the issue. Dubai welcomed a record 19.59 million international overnight visitors in 2025, with hotel occupancy at 80.7 percent across more than 154,000 rooms. High occupancy is also the warning: in peak months, book the room for the shoot before you book the face.

How to brief a model booking so the quote is right

A good brief answers the questions that change the price before anyone asks them. Ours has seven lines: role (runway, showroom host, lifestyle, promo), headcount, date and hours including set up, languages, posting yes or no, usage (media, territory, duration), and location with the permit owner named. With those answered, a shortlist comes back the same day and the quote holds.
